To use Free Telco Dictionary you need a program which understands data files in StarDict format. Our dictionary files were successfully tested with GoldenDict (a free software licensed under GNU GPLv3). E.g. in Debian GNU/Linux (and its derivates) just do:
aptitude install goldendict
in order to install this software.
And then configure it to use dictionaries in directory where you have unpacked the binary files downloaded above.
Or you can unpack them into system-wide directory: /usr/share/stardict/dic
where dictionary programs will find them.
